United States of America: Senior Technical Advisor - Maternal Health

The newly adopted Strategic Development Goals (SDG) and the unfinished Millennium Development Goals (MDG) agenda requires countries to rapidly accelerate progress towards reducing maternal and newborn morbidity. The maternal and newborn professional communities have been successful in identifying health interventions that work; the next challenge is to implement these at scale to accelerate progress and measure these gains. MSH is looking for an outstanding professional who can lead initiatives to scale up maternal and newborn health interventions in order to accelerate change and to work to find solutions around the lack of real-time accurate data for decision making at all levels of the health system.

This position will serve as a key technical resource to the Health Programs Group (HPG) integrated maternal and newborn health programing initiative within HPG under the guidance of the technical lead for Maternal, Newborn and Child Health (MNCH). S/he is expected to actively support HPG and MSH to focus on emerging issues around inequity, respectful care, non-communicable diseases, improved data capture and analysis and quality of health interventions at scale at different levels of the health system. S/he will develop strategies for strengthening maternal health programs in health organizations in the public and private sectors in developing countries in particular to improve private sector engagement in providing maternal and newborn health interventions as countries take on more of a purchaser than provider role. S/he will work closely with MSH’s Pharmaceutical and Health Technologies (PHT) group to support MSH initiatives in maternal and newborn health technologies and medicines.

Specific Responsibilities

  • Establish and build MSH’s niche in maternal and newborn health.
  • Analyze all MNCH programs across MSH and distill approaches to addressing issues of integration, quality and scale.
  • Document impact of maternal health interventions and capture and share innovations being developed by project teams.
  • Provide technical assistance to MSH global and bilateral projects in the area of maternal health programs with particular emphasis on data capture, analysis and lesson learned.
  • Provide technical inputs into proposals and be active in positioning with donors through thought leadership, event planning, presentations, blogs and representing MSH at technical meetings.
  • Build and maintain strong relationships with key players among US Government (USG) and non-USG donors and partners.
  • Identify potential strategic partners and funders, keeping in mind diversification of MSH’s portfolio.
  • Identify and attend events and represent MSH at policy/advocacy/communication forums as speaker/presenter
  • Contribute to the global public health knowledge base by preparing case studies and technical briefs, and leading efforts to ensure MSH is published in peer reviewed journals in areas related to MNCH.
  • Work with the Performance, Learning and Impact (PLI) to review and provide guidance on standard indicators for Maternal Health and ensure that project performance monitoring plans are in line with latest thinking in the technical area and also on maternal health implementation research.
  • Develop and implement implementation research with country based projects in coordination with MSH’s PLI Unit.
  • Communicate concepts of maternal health through a variety of mechanisms, including the MSH website, fact sheets, publications, and blogs.

Job Requirements

  • Recognized as a maternal health expert in a maternal health programing or research role.
  • Advanced degree in public health field and 7 years’ of relevant experience.
  • Experience working in an academic institution, private sector or donor preferred in the field of maternal health.

Preferred Qualifications:

  • Demonstrated experience in health systems strengthening with emergency obstetric care planning and implementation.
  • Experience in operations, implementation or other types of research.
  • Two year overseas work experience in a developing country.
  • Published in peer review journals.
  • Epidemiology or data management skills.
  • 1-2 years of program development experience.

Skills and Abilities:

  • Excellent verbal and written communication skills.
  • Fluency in English,
  • Proficiency in French, Spanish and/or Portuguese preferred.
  • Proven ability to build strong relationships, work well as part of a team, and incorporate views of other disciplines into his or her work.

The Conflict, Humanitarian & Security Department’s Operations Team (CHASE OT) is contracted through Crown Agents by the Department of International Development (DFID) and the Stabilisation Unit (SU) to provide support services and an operational team delivering advice and assistance on humanitarian disasters and emergencies.

CHASE OT is responsible for the rapid deployment of humanitarian response teams in support of DFID’s humanitarian efforts overseas, to a wide range of remote and potentially hostile environments, following natural disasters or conflict. CHASE OT must be positioned to offer timely and accurate advice in dynamic security environments to support these deployed UK Government individuals or teams.

The primary objective of this role is to increase the capacity of the CHASE OT Humanitarian Response Team to provide appropriate risk assessment and security to deployed CHASE OT staff, consultants, contractors and HMG staff deployed as part of a CHASE OT managed response. This will include locations where there is no established HMG security architecture.

****Roles and responsibilities include:****

Provide up-to-date enabling security advice to the Deputy Director CHASE OT and Response Managers to support planned and reactive deployments.

Produce accurate and timely risk assessments and Safety and Security Plans (SSPs) to deployed staff.

Provide concise verbal and written briefs to support ministerial submissions, estimates and risk registers at senior levels up to NSC.

Engage across HMG and with other organisatons in UK and overseas to inform risk assessment and risk management.

Engage with non HMG agencies in UK and overseas to inform risk assessment and risk management and where necessary establish common assessments and MOUs.

Act as the security manager for DFID deployed teams when required to mitigate reasonably foreseeable risks whilst allowing successful delivery by DFID in hostile environments.

Contribute to the development and maintenance of Standard Operating Procedures (SOPs).

****Essential Qualifications, skills and experience****

Substantial demonstrable experience in senior positions of security risk management that include hostile and fragile environments.

Recent operational experience within a large organisation, ideally covering security risk management in a hostile environment such as Afghanistan, Iraq, Libya, etc.

Experience of working within the humanitarian sector, and a demonstrable knowledge and experience of humanitarian theory, practice and architecture

Demonstrable experience working alongside a variety of government and non-government actors and an ability to build effective networks.

A proven ability to communicate successfully with superiors, peers and subordinates face to face and on paper

A proven ability to work with limited supervision, demonstrate initiative and provide pragmatic solutions within a corporate structure.

An ability to deal with ambiguity and provide practical solutions

Role and responsibilities include:

The post will advise the Humanitarian Policy and Partnerships Group (HPPG) of CHASE on performance management for DFID’s core funding to its humanitarian partners (focusing in particular on multilateral organisations).

· Design and operationalise the implementation of a performance management framework for HPPG partners (and UK core contributions);

· Consolidate data to maintain an up to date and evolving picture of each partner’s performance and whole portfolio/system performance;

·· Support the management of DFID’s relationship with humanitarian partners by consolidating and updating data on core and non-core partnerships and their performance

· Support the contracting, delivery and response to reviews and evaluations of DFID’s core humanitarian funding.

· Establishing and periodically reviewing the performance monitoring framework. This will include the production of a reporting framework and the provision of guidance to staff and partners to make sure they are compliant and fully understand and incorporate reporting standards (including on VFM, due diligence and risk management) into formal administrative, planning and monitoring documents. This will also include other monitoring activities such as headquarters and/or field visits.

· Advising on the quality of partners’ results frameworks, as well as their processes for monitoring and aggregating data.

· Advising on independent/outsourced monitoring activity as required, including for example the drafting of Terms of Reference and overseeing the implementation of these contracts (where applicable).

· Working closely with HPPG staff and partners to develop Annual Reviews of programmes. The post holder will work closely with the Statistics Adviser to develop portfolio performance reviews.

· Developing a central resource/database for HPPG and providing a user friendly tool to analyse results and performance (using DFID’s management information platforms as much as possible).

· Working closely with CHASE Performance and Evaluation Unit (PEU) to support the management of reviews and evaluations, (e.g. tendering, contracting and management processes; dissemination of findings; management of responses and implementation of recommendations).

· Leading the process of an independent review of the effectiveness of multilateral humanitarian organisations and making sure the report is delivered by September 2015.

· Working closely with the CHASE Evaluation Adviser and PEU to manage a process evaluation on the unified business cases for the UN and Red Cross partners.

· Working closely with the Statistics Adviser and the Information Officer, helping to produce a range of performance information products to support programme management, ministerial briefings and strategic communications.

Qualifications, skills and experience

· Degree level or equivalent qualification in a related subject

· Team working, strong unterpersonal skills and the ability to initiate and manage work independently

· A good knowledge of the role and performance of various humanitarian actors

· experience of working in sudden onset and chronic humanitarian settings

Person Specification

  • Applicants must have a minimum of a masters degree or the equivalent level of academic and professional experience in a subject related to humanitarian work.

  • The post calls for an experienced humanitarian adviser with a credible operational record. Candiates must demonstrate a thorough understanding of humanitarian programmes across a range of chronic and acute contexts. Experience working at Headquarters level, on humanitarian policy issues, is also desirable.

  • The post holder will have a solid understanding of the international humanitarian architecture including the role and the perforrmance of the various actors. S/he will also be familiar with the main initiatives underway to strenghten the international humanitarian system, including, for example, the Transformative Agenda.

  • The applicant will understand system-wide arrangements and schemes that underpin humanitarian response, including for example the international financing instruments and the cluster approach.

  • The candidate will be expected to work strategically and have the ability to influence internal processes, whilst at the same time have a demonstrated ability to design and implement practical programmes on the ground. S/he will have experience identifying and communicating evidence that helps inform policy.

She/he will promote conflict prevention and peacebuilding, overseeing DFID's conflict and security programmes in northern Nigeria with a particular focus on the North East, and ensuring that all of DFID's work is informed by a robust analysis of conflict and its causes.

She/he will play a key role in building strong relationships and influencing key actors in Northern states, particularly in Borno and Yobe, on a range of programmes and policy issues linked with the conflict in the North East.

Job Description/Duties

  1. Lead conflict analysis for northern Nigeria, conducting robust and strategic conflict analysis and providing quality crosscutting conflict advice and analysis for DFID programmes in northern Nigeria, across our Governance, Humanitarian, Human Development and Growth portfolios.

  2. Support the implementation and monitoring of key programmes in conflict prevention, stabilisation, security and justice, working closely with lead advisers in Abuja. Oversee the work of the Nigeria Stability and Reconciliation Programme (NSRP) in northern Nigeria as well as the implementation of the Peacebuilding and Stabilisation Programme in the North East.

  3. Ensure broader Conflict Sensitive programming and delivery of DFID governance, humanitarian, economic growth, human development in Northern Nigeria.

  4. Support UK information sharing and policy development on North East Nigeria.

  5. Effectively influence the approach of Nigerian Government officials, development partners and civil society to address conflict in the North East. The post holder will work with and influence a wide range of relevant Federal and State government partners, civil society and traditional leaders on conflict reduction in North East Nigeria.

  6. Assist the UK Risk Management Office to manage operating and programme risk.

  7. Support the wider DFID Conflict Cadre through participation in annual professional conferences, as well as providing support to advisers in other offices as part of the conflict cadre.

Qualifications and Experience

The successful candidate is expected to have the following qualifications,

Qualifications

  • Minimum of a Masters level qualification in Peacebuilding, Development, Political Science, Social Sciences or a related field, from a recognised University.

  • Minimum five-year experience in the field of conflict resolution and peacebuilding. This should include provision of conflict advice to development programmes or policy making institutions, experience of designing and managing conflict prevention and peacebuilding programmes, experience in overseeing budgets and results delivery.

  • Proven cultural, social and political sensitivity for working in northern Nigeria, preferably with a working knowledge of Hausa.

Technical competencies:

  1. Conflict response. A thorough practical and theoretical understanding of: direct and third party peace processes, ceasefires, mediation and peace agreements; post-conflict stabilisation assessment and planning; disarmament, demobilisation and reintegration of former combatants; transitional justice, reconciliation and their role in mitigating future risks of violence; design and implementation of peace building programmes.

  2. Conflict analysis. A thorough practical and theoretical understanding of: conflict analysis tools, methodologies, theory and practice; political analysis (power relations, political systems, elections); institutional appraisal and analysis; security sector, police and justice reform; human rights, international humanitarian law and other legal standards; role of gender in conflict issues; techniques for monitoring and evaluation.

  3. Conflict prevention and conflict sensitive development. A thorough practical and theoretical understanding of conflict-sensitive design of poverty reduction programmes, including the relationship between conflict and development; role of state and non-state actors in promoting peaceful transformation; global, regional, and national factors affecting conflict; conflict-sensitive design, monitoring and evaluation of programmes aimed at preventing violence.

This is a permanent position. The Conflict Adviser will initially be based in Abuja for an induction period of a few months and should expect to move subsequently to Kano (where DFID has a regional office) after the induction in Abuja.

This position is located in the Global Information Services Section (GISS), Information Services Branch (ISB), Corporate Programmes Division (CPD), Office for the Coordination of Humanitarian Affairs (OCHA). The Programme Assistant (G5) reports to the Programme Officer (P4).Responsibilities

Under the direct supervision of the Programme Officer (P4), the incumbent is responsible for the following duties:

  • Assists in the coordination of management activities for digital products/services offered by the Section; monitors assigned programme activities.
  • Ensures smooth and efficient information flow within the Section; prepares and processes information; assists in the development of office administrative systems and procedures.
  • Compiles, summarizes, and presents basic information/data on specific programmes/project and related topics or issues.
  • Manages, updates and further develops internal databases; updates website; generates a variety of standard and non-standard statistical and other reports from various databases.
  • Reviews budget revisions; verifies availability of funds; ensures necessary approval and entry in computerized budget system.
  • Serves as focal point for administrative coordination of programme/project implementation activities, involving extensive liaison with a diverse organizational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g. recruitment and appointment of personnel, travel arrangements, authorization of payments, disbursement of funds, procurement of equipment and services, etc.
  • Compiles, summarizes and enters data on project delivery; drafts related status reports, identifying shortfalls in delivery, budget overruns, etc., and brings to the attention of management.
  • May provide some specialized support to the Section(e.g. technology support, editing, desktop publishing, etc.).

The United Nations (UN) Office for the Coordination of Humanitarian Affairs (OCHA) is the UN Secretariat department responsible for bringing together humanitarian actors to ensure a coherent response to complex emergencies and natural disasters. OCHA also ensures that there is a framework within which each actor can contribute to the overall response effort.
ReliefWeb aims to provide reliable disaster and crisis updates and analysis to humanitarians by: collecting information from more than 4,000 global information sources around the clock; delivering content which is most relevant to ReliefWeb's global audience, includes country and disaster reports, maps, info-graphics, job announcements and learning opportunities thereby; enabling humanitarian partners to analyze context and situations and make better decisions.
This internship will be situated within ReliefWeb based in Bangkok, Thailand, and the intern will be under the general guidance of the Editorial Assistant with a directing reporting line to the Editor-in-Chief/ Head of ReliefWeb office. Responsibilities

This internship is located in the Bangkok Office for the Coordination of Humanitarian Affairs (OCHA). The incumbent will report to an Editorial Assistant and the Head of Office.

Background: Currently ReliefWeb is based on Drupal, with content served via an API. The incumbent will evaluate implementation options for the redesign and functional revamp of ReliefWeb’s Training section at reliefweb.int/training. The OCHA Internship is for a minimum duration of three months with an opportunity for extension up to six months. The internship is unpaid and full-time. Interns work five days per week (35 hours).

Administrative requirements:
Candidates must be medically insured; able to obtain necessary visas and arrange travel to the United Nations ESCAP, as well as cover the cost of travel, accommodation and living expenditure for the duration of the internship. Responsibilities:

  • Help implement the functional and visual redesign of the training section: www.reliefweb.int/training. You will be required to create attractive, high quality responsive designs for multiple languages, ensure the technical feasibility of UI/UX designs and evaluate implementation options.

  • Create design artifacts in various levels of fidelity from wireframes to polished visual design and detailed specifications. Participate in all phases of the product development lifecycle, including product ideation and definition, UI design, and user research and testing.

  • Help develop new user-facing features and create prototypes of the new training section, including features such as a humanitarian calendar and ‘related content’ from other sections of the site.

  • Assist in producing wireframes, user flows and/or concept note for planned mobile apps.

  • Collaborate with other team members and stakeholders on interaction design and visual design. Assure that all user input is validated before submitting it to the back end.

  • Maintain coding documentation and follow best practices.

  • Redesign training submission form and collaborate to help improve posting workflow.

Education:
